Apprenticeship Levy Transfer: Supporting Local Businesses and Residents

At North Somerset Council, we’re dedicated to helping local businesses grow and supporting residents in developing new skills. As a large levy-paying employer in North Somerset, we have the ability to transfer a percentage of our apprenticeship levy to other employers. This initiative helps local businesses and residents by increasing access to high-quality apprenticeships, supporting skills development, and strengthening the local workforce.

Who Can Benefit from a Levy Transfer?

We can transfer funds to employers looking to take on new apprentices or upskill existing employees through apprenticeship qualifications.

To be eligible, employers must:

✅ Be a non-levy paying organisation

✅ Be based within North Somerset

Additionally, we prioritise levy transfers that support:

Strategic Sectors

• Green businesses – Organisations involved in decarbonisation activities
• Care sector – Including residential care, home care, and social care services
• Strategic transport providers – Such as home-to-school transport or transport for older people

Sectors Facing Recruitment Challenges

• Hospitality & visitor economy
• Creative industries

Target Groups

• Care-experienced young people
• Individuals with Special Educational Needs or Disabilities (SEND)

What Employers Need to Consider

Before applying for a levy transfer, employers should be aware of the following:

• Your organisation must have a presence in North Somerset.
• The apprentice must be employed for the full duration of their apprenticeship.
• Employers are responsible for paying the apprentice’s salary and any additional costs, such as residential, memberships, or resits (if applicable).
• Levy funds can only be used for apprenticeship training and qualifications—find available apprenticeship standards here.
• The funding cannot be backdated—it must be for future apprenticeships.
• Employers must be registered on the apprenticeship service to receive funding. If you’re not already signed up, we can help with this process.
